This article has two parts, just as the lecture -delivered at the Udaltop on 16 May 2014- had, and they form the basis of this article: the first is devoted to explaining the main lines of the General Scheme for Basque Use approved and being developed by the 5th Planning Period of the Government of the Basque Autonomous Community, while emphasising the new details of this plan with respect to the previous ones. The second part, however, is a proposal, a proposal for seeking new ways of making Basque use more and more normal in the administration by taking advantage of the context and opportunity of the 5th Planning Period of the Public Administrations.
Artikulu honek bi zati ditu, artikuluaren oinarrian dagoen hitzaldiak -2014ko maiatzaren 16an Udaltopen emandakoak- izan zituen bezala: lehenengoa, Eusko Jaurlaritzak V. plangintzaldirako onartu duen eta garatzen ari den Euskararen Erabilera Plan Nagusiaren zertzelada nagusiak azaltzeari atxikia da, Plan horrek aurreko Planekiko dituen berrikuntzak nabarmenduz betiere. Bigarren zatia, ordea, proposamen bat da, proposamen bat herri-administrazioetako V. Plangintzaldiaren testuingurua eta aukera balia ditzagun administrazioan euskararen erabilera gero eta normalizatuagoa egiteko bide berrien bila.
