The Association of Basque-speaking Municipalities (UEMA) has, since it was set up in 1991, been involved in work to increase and spread Basque use, and in the planning which is indispensable for this. In this article the author explains the restrictions or difficulties UEMA has come up against when designing schemes for Basque use in Basque town/city councils; indeed there has been a wish to promote the practice beyond "the strict bilingual balance" of the two official languages in order not to infringe the rights of speakers. For this it has been necessary to seek innovative ways. In addition to that, the article specifies what could be the challenges of future schemes for use in Basque-speaking town/city councils.
Udalerri Euskaldunen Mankomunitatea (UEMA) 1991ko bere sorreratik jardun du udaletako euskararen erabilera handitzeko eta zabaltzeko lanean eta horretarako ezinbestekoa den planifikazioa egiten. Artikulu honetan, euskal udaletako euskararen erabilera planak diseinatzeko orduan UEMAk topatu dituen mugak edota zailtasunak azaldu ditu egileak, izan ere, bi hizkuntza ofizialen "elebitasun orekatu zorrotzetik" haragoko praktika sustatu nahi izan du hiztunen eskubideak ez urratzeko. Horretarako modu berritzaileak bilatu behar izan ditu. Artikuluan, horrez gain, udalerri euskaldunetan erabilera planen etorkizuneko erronkak zein izan litezkeen ere zehazten da.
