Gune sozio-geografiko euskaldunei behar duten lehentasuna eta trataera berezia aitortu zitzaien eta udalerri euskaldunen mugimenduaren garapenerako akordio eta laguntza beharra aldarrikatu zen, euskaraz eta euskaran bizitzeko proiektuak aurrera egin dezan.
On 24th, 25th, 26th and 27th February 1994, the I Debates on "Basque Municipalities:
Before and after" took place in San Sebastian and Lizartza. The past and future of the Basque Municipalities were greatly discussed, gathering many different perspectives and points of view: public organisations, political parties, social movements, education, city councils... Recognition of the preference and special treatment that each sociogeographical group should get was given, and it was declared that it was necessary to reach an agreement on the development and help for the Basque Municipalities Movement, so as to push forward the project to encourage Basque citizens to live and use the Basque Language.
