Este artículo analiza la política cinematográfica llevada a cabo por Jorge Semprún como Ministro de Cultura (1988–91); particularmente, el conocido como Decreto Semprún, promulgado en 1989. Mientras que la denominada Ley Miró ha sido ampliamente estudiada por la historiografía especializada, el Decreto Semprún apenas ha recibido atención académica. Esta falta de historiografía sobre el mismo es notable, ya que el Decreto Semprún no solo se diseñó para cambiar los criterios establecidos por la Ley Miró para la protección, financiación, y promoción del cine español, sino que sentó las bases para la posterior política cinematográfica desarrollada hasta los años 2000. Por tanto, este artículo explica el papel clave que tuvo el Decreto Semprún en la reconfiguración de las políticas cinematográficas del estado español en los años 90 enmarcándolo en el contexto de las políticas cinematográficas europeas del periodo para intentar, así, aportar nueva luz sobre esta ley fundamental del cine español.
This article explores an overlooked piece of legislation in the history of contemporary Spanish cinema: the so-called Semprún Decree. While the popularly known as Miró Law has been widely studied, the Decree passed by Jorge Semprún in 1989 in his position as Minister of Culture (1988–91) has barely been analysed; this scarcity of historiography is quite surprising, since the Decree was not only designed to change the funding policies established by the Miró Law, but it also set the model for the forthcoming pieces of legislation that had been regulating the Spanish film industry up to the 2000s. Therefore, this article explains the key role that the Semprún Decree had in the reconfiguration of the Spanish film policies of the 1990s by framing it within the wider context of the European film policies of the period.
