El binomio I+D y la Universidad Investigadora actual tienen su origen en el final de la II GM con la creación de la OSRD de Estados Unidos y el informe de Vannevar Bush, «Ciencia, la frontera sin fin». El denominado modelo lineal en ciencia y tecnología propició la sinergia entre gobierno, universidades e industrias, incorporando la evaluación por pares para la asignación de fondos públicos en investigación. La creación de la OCDE, la aplicación del manual de Frascati y la geopolítica favorecieron su globalización.
The R&D framework and the current Research University have their origins at the end of WWII with the creation of the OSRD of the United States, and the Vannevar Bush report, «Science, the endless frontier». In the post-war period, the so-called linear base model of science and technology was launched, which fostered synergy between the government, universities, and industries with peer evaluation for public funds allocation supporting research. The creation of the OECD, and the application of the Frascati manual and geopolitics favoured its globalization.
