Los aborígenes necesitaban, para su gobierno y administración, que fuesen reunidos y agrupados en ayuntamientos que normalmente se formaban alrededor del convento de frailes que se hubiesen establecido en el lugar. Las instituciones hispanas se trasladaron a las nuevas tierras descubiertas que fueron gobernadas al igual que las ciudades españolas
Spain considered the discovered territories as an extension of the hispanic crown, and therefore made every effort to ensure that its institutions mirrored those of castile. For their government and administration, the aborigines needed to be brought together and grouped into town councils, which were normally formed around the friars' convent that had been established in the area.The hispanic institutions were transferred to the newly discovered lands, which were governed in the same way as the spanish cities.
