La etapa en la que se sanciona la Ley de Educación Superior constituye un momento de quiebre en la historia del sistema educativo argentino, marcado por la introducción de la Nueva Derecha y la adopción de las recomendaciones de política económica, social, cultural y educacional de los organismosinternacionales de financiamiento por parte de las clases dominantes locales. Para comprender su significado sintetizamos, previamente, la política universitaria del gobierno presidido por Alfonsín que permitió recuperar la vida democrática y la autonomíade las universidades luego de la persecución física e ideológica de la Misión Ivanissevich y del golpe cívico militar. A partir de allí, se recorren las medidas impulsadas por el gobierno de Menem desde su asunción hasta la aprobación de la Ley de Educación Superior, norma que cristalizó la transformación del sistema y de las instituciones universitarias mediante concepciones neoliberales y neoconservadoras. En este artículo señalamos la necesidad de analizar los efectos de esas orientaciones en la vida interna de las instituciones, estudiar los problemas no resueltos a lo largo de las décadas siguientes y debatir colectivamente, más allá de consignas, qué es una universidad de alta calidad y al servicio de quién la proponemos.
The stage in which the Higher Education Law is sanctioned constitutes a moment of rupture in the history of the Argentine educational system, marked bythe introduction of the New Right and the adoption of the recommendations of the economic, social, cultural and educational policy of the International Funding Agencies by the local ruling classes.In order to understand its meaning, we previously synthesized the university policy of the government presided over by Alfonsín that made it possible to recover democratic life and the autonomy of universities after the physical and ideological persecution of the Ivanissevich Mission and the coup d'état civic-military.From then onwards, the measures promoted by the Menem's government are gone through since his inauguration until the approval of the Higher Education Law, a rule that crystallized the transformation of the system and the university institutions from neoliberal and neoconservative conceptions.In this article we point to the need for an analysis of the effects of these guidelines on the internal life of institutions, to study the unresolved problems over the next decades and to discuss collectively, beyond slogans, what a high-quality university is and at the service of whom we propose such university.
