In this article, we have examined what kind of evaluation forms are used in the main program for promoting Basque (ESEP) as well as in strategic plans and micro-projects in certain regions.
Thus, in this way, the conclusion we draw from this analysis is that, on the one hand, the "quantitative-impressionist" assessment is predominant; and, secondly, that this model is not capable of properly measuring the effectiveness of Basque-language initiatives.
This is why we, in the end, have presented a draft proposal that takes efficiency criteria into consideration.
